Help identifying this part???

I purchased a 1961 Austin-Healey 3000 BT7 from a rather eccentric gentleman (hoarder) and am in the process of restoring it. Unfortunately, he decided one day he'd start stripping it for paint and started pulling parts off. I think when he got discouraged he put it on Craigslist, which is where I found it. Also unfortunately, when he stripped the parts off he did not label anything, so the process has been part restoration work, part archeological dig. I think I have most things figured out, but there is a piece of metal, about 46 1/2" long and 3 1/2 to 5 1/2" wide, which I cannot figure out for the life of me where it goes. Please take a look at the picture link and tell me if you know what it is?

Help ID Part

That part is the costmetic "spacer" that sits between the front bumper and the front shroud. It sits horizontally and bolts to the bumper brackets.
